I suggest you repost in the Housing forum. The leasehold expertise is found there. This forum will tell you the best way of doing a repair, but is not so good at the legals. If you do repost, come back and edit your original post above to say what you have done, so people can see if their point has already been made.

You can (or more correctly the landlord can) apply to the local LVT (leasehold valuation tribunal) for dispensation of the need to serve the section 20 notice, either before or after the work, if the work is urgent such as a roof leak. Then you would notify and sort out the full repair later
If the maintenance of the roof is the landlords responsibility then you can expect him to hurry up with the work and compensate you for the damage too
Depending on the cost of the emergency work over and above the £250 per tenant threshold, it may be more expedient to just get on with it rather than waiting if all the other tenants are in agreement0
