I'm wondering if anyone knows of any companies which would accept just a deposit for a city break to New York, as dong some digging, I can only find Kuoni.

I would have said all tour operators would but full payment would be due 8-14 weeks before departure, depending on the travel company.
For New York look at Virgin Holidays, Funway.0
