private parkng fine - any chance of refund?

my sis got letter through post with a pic of her car and a 'discounted' fine £50 to rise to £80 if she doesnt pay before 12 jan.
i found out about this after shed paid it or else id have told her not to pay.
can she stop the debit card payment? if we write a letter to parkng company whats the chances of a refund?

    Wow she has been scammed and we are only a week into the New Year. Her resolution should be to check things first; all it would have taken was a single Google search. What a shame.
