FPN Code 23 South Carriage Drive, W2, where 100s of other cars were parked in the cen

We took our kids to Winter Wonderland on the 2nd January Bank Holiday and parked about 730pm with hundreds of other cars - that were not ticketed at the time - but parked in double lines down the centre aisle of South Carriage Drive. We couldn't see any signs saying you shouldn't park there and no one else had a ticket. After driving around for a bit someone pulled out and we manged to get into a section that was only one car in thickness (honestly there were hundreds parked up and down that section). We went and enjoyed ourselves, came back about twenty past ten to find hardly any cars left and all the ones that were there did have tickets. I've had a look through a few of the forums and can't see anyone else kicking up a fuss yet. It was obviously issued by a PC does that mean it's a criminal offence - I've never had one of these before. Where do you begin? Here's all the info I have on it.     Looks like the road has DYL both sides ? If that is the case you can not park. Simples.

    From the picture of the OP's car, there is only a single yellow line I can see. Code 23 doesn't seem right for a DYL offence, either code 01 or 02 would be for DYL.

    If you follow the link to the google map image it is def DYL but I agree the code seems wrong but the legislation may apply to the road running along the boundary of the park .

    OP you need to register and post this on pepipoo.com ..experts there will be able to assist you. (Although IIRC Police tickets can not be appealed you have to take your chance in the Magistrates Court)

    That offence coding is for parking in a bay marked as a loading bay, taxis only, buses, that kind of thing, it is the wrong code, you may get off on "contravention did not occur"

    23 is the correct code. South Carriage Drive is part of Hyde Park and comes under the Park Regulations 1872 and 1926

    Police FPN, pay up or it goes to magistrates court. You could try not guilty but the cost if you lose goes right up.

    You guys are getting confused with DCP - DeCriminalised Parking (also known as an SPA - Special Parking Area and there are another couple of names for it) run by local authorities. They have their own set of contravention codes for which 01 is yellow line related and 02 is loading restrictions.

    The police and traffic wardens use a totally different set of codes and offences. You should not get confused by this or try to give the op false hope. The police deal with different parking offences such as obstruction and the older criminal parking rules where local authorities have not opted to take over.

    Local authorities issue PCNs not FPNs.
