HELP - is a declaration of conformity as good as a fensa certificate?

Hi,
I'm getting a little lost in the muddle & I just know one of you experts will be able to provide some more insight.

My windows need to be replaced urgently. I had understood that I needed a FENSA certificate if I wished to sell the property. I plan to sell the property in a year or 2.

I spoke to a contractor who gave me a quote & said that he wasn't FENSA certified any more but that he is registered with British Plastics federation & that he would provide a declaration of conformity.

Is a declaration of conformity enough legally when I want to sell the house or do I still need a FENSA or CERTASS certificate?

Is there anything else that I may not have considered?

    Extract below from Government leaflet on Competent Persons Scheme self certification. No mention of British Plastics Federation declaration of conformity so looks like you would have to make a Building Regulations application to comply, possibly the declaration is to support that application.

    Replacement windows, doors, roof windows, or roof lights in dwellings:
    BM TRADA, BSI, CERTASS, FENSA, NETWORK VEKA

    The key seems to be making sure that the person who installs the windows is certified by Fensa (or one of the other bodies). If you don't have a certified installer then you need to get building regs approval from Council yourself
