Had cavity wall insulation but they have blocked the old air bricks

My mother had cavity wall insulation done a year or so ago and the installers fitted new air bricks but for some reason blocked the old air bricks up.

I've heard of this before. Is there any reason why they would do so ?

    I would think that the new ones would be sleeved between the two leaves of the wall and would therefore not be troubled by loose insulation blowing around them whereas the 'old' airbricks would have the cavity between them and thus the insulation would escape to the inside/outside world...

    They would just be covering themselves. New vents provide a known amount of airflow, old ones an unknown figure and may fall apart if they try and sleeve them. They have to ensure airflow to gas/solid fuel devices so go with the known solution.
