Car damaged - other party will not give details. What shall i do?

My idiotic nephew was driving along a narrow street. A car which was parked on his left pulled out and hit his car damaging the nearside front and rear doors and the sill. Nephew recognised the driver as a friend of his friend. The guy told nephew to come along tomorrow and he will give him the insurance details etc. Reason i call my nephew an idiot is that he should have taken the reg. no. of the car and some pictures of the scene.
Nephew goes to the guy's house the next day. The person denies his responsibility and says nephew drove into him and that he should pay for damages. He won't give him any insurance details or the whereabout of the car or the reg. no.
Nephew later finds out that the guy borrowed the car from a family friend and was driving uninsured.
My sister wants to know what can be done.
I told her that to inform the insurance company of what happened and accept the fact that she has to claim through her policy to repair her 1 year old car. It will be his word against hers. If the sill was not seriously damaged i would have recommended her to have it fixed herself.
Told her that the police will not do much without evidence.
Is there anything i have missed? Do you reckon the insurance company will make the effort and chase the other guy? I think they will go through the easy route and ask her to make a claim.

Small claims court if he she can be bothered...have they tried calling the police?I all have learnt is from others on many sites.
Seek legal help if unsure.

If the guy was uninsured call the police. Let them deal with it. Once they've established the facts you can claim from the Motor Insurance Beureau (however thats spelt!).0

What to do at the scene of an accident
If you’re involved in an accident, it’s important to get as much information as possible. If you’re injured or in a state of shock you may not be able to get all the information you need at the time. However, there’s still information you can provide by returning to the scene of the accident at a later date – as soon as you can – and taking some notes.
This will assist your claim and help your insurance company obtain the best possible outcome at a later date. It’s recommended you carry a pen, paper and disposable camera in your car to help you accurately record the accident details.
Information to collect at the time of accident (if possible)- Time and date
- Contact details including names, addresses and telephone numbers of drivers, passengers and pedestrians involved. If a party is driving within the course of his employment, take both the driver and the employer's details. It may be worth noting a description of the driver, location and any distinguishing features.
- Vehicle details including make, model, registration number, colour, any modifications and the number of passengers in each vehicle
- Insurance details for the driver of the other vehicle
- Whether the parties were using headlights and/or indicator lights
- The weather, visibility and lighting conditions, including street lighting
- Name, "collar number" and force details of any police officer attending and other emergency services details if appropriate
- Identify the damage to each vehicle involved
- Identify any injuries to persons involved
- If you have a camera, take some photographs of the accident scene
Useful information to jot down at the time or after the accident- A full description of what happened including sketches of the vehicles’ positioning
- Estimated speed of the vehicles involved
- The type of road
- A description of the scene of the accident, including any relevant road markings, signals and obstructions. For example, “skip outside property at road junction.”
Reporting- It’s an offence to refuse to give details to the other driver following an accident, if there has been injury or property damage
- Inform your insurance company of the accident as quickly as possible. The company may refuse to insure you if you have not notified them of the accident within the time period set out in the policy.

theres two offences commited here. 1 driving without third party risks, 2.permitting by the person who lent him the car. report it to the police asap.
the police will investigate as the person is known to your nephew, an allegation will have been made and have to be followed up. you nephew has to give as much detail of the car as possible where the damaged area is the make and model and approx year, he will deny everything because he's twoc'd if his friend says he took it without permision to prevent themselfs getting points.
if the car is local take a drive see if nephew can spot it, take the reg and report to the police, (or follow the fellow who drove into him)0 -
Get this turd nicked and screw him to the wall through the courts for every cent you can get. Then destroy his credit record when he fails to repay. Essentially, screw over his whole life. Keep repeating if possible.

Love to see how he can prove your nephew crashed in to him. If he pulled out, damage presumably will be done to the front corner of his car, and as nephews is 'offside front and rear doors and the sill.' it defies the laws of physics.
