Damp Proof Course has a hole - how to repair?

I was looking at a friends property, and we noticed that fixings for the fence had historically been drilled into the DPC, therefore damaging the DPC (bolts are still there) Two bolts, about 3 inches apart.
How can they be repaired? is it a simple inject sealant into the hole type of fix, or a massive job removing plaster etc inside the house?.
The plaster inside, although mouldy, is not damaged.

BUMP.
Anyone have a solution / advice for me?
The existing DPC is black 'tar' (not slate) and I have reviewed the advice on the internet, but that seems to be for houses with rising damp. This is a small problem isolated to just around this fence fixing.
Would a injectable DPC just into those two holes work, or would this be just wasting time and money?

I have found that Thompson Ultra water sealant is an extremely good product. I would suggest removing the bolts and spraying this into the holes . Then make good with mortar which can also be treated with it. 2.5 litres costs about £13 so if it does not do the trick no harm done and not that much money wasted . This stuff worked really well on one of my outbuildings.Forgotten but not gone.0

If there's just two holes and you want to repair it with something similar to black tar, then I suggest a tube of "roof sealant" something like this :
