    Bit difficult as I live 250+ miles away from my friend. While the ombudsman may take the view you outline, I'm afraid that sort of hassle with the mental health issues my friend has is not worth taking on either by him or me.

    I'm going to try & get a local garage to sort the MOT from here if I can & then finish that problem off when I can get to visit my friend - who is incommunicado most of the time & there for makes sorting these things even harder.

    So long as the vehicle is booked-in for an MOT , you can drive it on the road to get it to the place of the MOT.

    Are there no garages near to your friend?. It would be hard to convince a garage 250 miles away to collect a car for the MOT and even harder to convince the Police that the car needs to be taken 250 miles across country just for an MOT (unless you have just purchased it of course).
