It's quite possible that you missed the small "up to" in front of the 70%
Did it say "70% off" on the rack, or the item itself?
Regardless, they can refuse to sell to you, so you don't have any rights. Look at the sticky at the top of the forum about whether shops have to sell at the marked price.One important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0 -

Or could have been 70% off RRP? I've seen noticed in stores with both (the up to and off RRP i mean). Or is it possible OP usually shops online and the original price they were expecting is the online price and in store is more expensive? Would help if perhaps OP gave us more info on where they got the "original price" from.
As for the OP, they don't have to sell you anything - even at full price. Effectively for a contract to be made there has to be offer and acceptance. You can offer to buy the item for £x price and they can either accept or refuse. Likewise they can offer to sell you an item for £x price and you can either accept or refuse.
However, depending on the circumstances listed above, you may be able to make a complaint about misleading advertising etc. This doesnt mean you'll get your item at the cheaper price......but it does mean they'll be more inclined to stick to guidelines in the future.

If, however, there was a whole line of those trousers on a rail then you could be a bit more dubious.
Rail dividers should only ever be taken as an indication, the price on the garment should be used as a final sale price. We used to have issues when I worked in retail with sale dividers reading "up to 50% off" with clothes either side of it - which side was up to 50% off?!0 -

Incase anybody is interested in what was posted, here you go:
I wanted to buy a few trousers yesterday in GAP london. A few of them should have been on sale with a 70% discount on the original price of £37.95 but the label reported a different initial price, so that the final sale price is £19.90 with a discount of less than 50%. There were so many other items like this one and in different shops that I guess it is an approved bad practice of the head management, and should be sanctioned. moreover, any item on racks with a notice of 70% had no more than 50%. When I asked for explanations to a shop assistant, he just told me "that's the price. buy it or leave it".
Am I right I could have bought this trousers at £11 (75% on £37.95)? What can a consumer do in these cases?

Post #6you too should have read better my post. There was a label on the item with:
a) the original price
b) the new FAKE price
C) the FAKE discounted price (I have an image of the label but I can't post it).
in every GAP shop I visited (there are a lot of them in central london) there were hundreds of items like this one, racks with "70%" or "50%" (with no UP TO, only the number) but with no such discounts, so it is NOT a problem of items "put back in the wrong place"
