help please for ppi misselling letter asking for T&Cs from company

Hello Forum Members,
Can anyone please help and give advice?
I am trying to reclaim mis-selling of PPI on behalf of a family member and have used the standard letter on the site.
However, the company have come back and say they are not regulated under the Consumer Credit Act 1974 and consquently unable to release the information on terms and conditions as requested.
Is this a fob-off?
Can anyone please advise what my step should be.
