sky landline activation?

Hi
Im moving into an apartment next week and have been told it costs £130 to activate the landline.
I think this must be with bt. I've looked around and I've spotted that Sky(who i want my broadband with) activate landlines for £40! Have i read that right?
do i need to have a bt landline 1st before anything? i dont understand why its so much cheaper

You can use many suppliers other than BT, incuding Sky, (if available LLU on your exchange).
Yes, there must be a physical line and master socket in place before it can be reconnected.No free lunch, and no free laptop
