HELP, getting money back, dispute when using paypal as guest user

My boyfriend bought uggs off of ebay as a xmas present. As we both used the ebay acc he opened a 2nd acc and paid for them through this. It turns out the uggs are fake. When i try to open a dispute in his ebay it says
" You purchased this item as a PayPal guest user and will need to contact PayPal directly by going through their Resolution Centre."
However he did not sign up to paypal. Where do we stand on this, can we still open a dispute? If so how? And how likely are we to get the money back?

i,d also say never buy uggs off ebay, i,m sure 99% are fakes0
