New Blue Badge planned

I've just seen on the BBC News that a new Blue Badge is planned, making fraud harder. It will be more like a driving licence and will be electronically printed in Oxfordshire. There will be a digital photo of the BB holder - but why is it still on the back? Surely it would make more sense for the picture to be on the front?

    - its a good thing for the disabled
    - I too would prefer it to be on the front
    - but its not actually essential for it to be on the front
    - the only person entitled by law to see the back
    - police / etc - will be able to insist on seeing it anyway
    - the non-visible photo in the car is already held and viewable to the authorities
    - and could [ I assume ] be displayed on any hand held device 'on the spot'

    The new scheme won't stop family and friends using the badge when the owner isn't present. That is probably the commomest form of blue badge abuse.

    And if caught, irrespective of the reasons it should be taken away for a period of at least three years.
