New Blue Badge planned

I've just seen on the BBC News that a new Blue Badge is planned, making fraud harder. It will be more like a driving licence and will be electronically printed in Oxfordshire. There will be a digital photo of the BB holder - but why is it still on the back? Surely it would make more sense for the picture to be on the front?

- its a good thing for the disabled
- I too would prefer it to be on the front
- but its not actually essential for it to be on the front
- the only person entitled by law to see the back
- police / etc - will be able to insist on seeing it anyway
- the non-visible photo in the car is already held and viewable to the authorities
