Legally, garage A are liable for the cost. You need to prove the damage was caused by them - a written report from garage B may suffice for this. Garage A won't pay up without a fight, so you might need to go to small claims court and there's still no guarantee you'd win.0

There's a strong chance you would also have needed to let Garage A know there was a problem to give them a chance to fix it themselves. Garage B is run by his friend so hardly independent thus not suitable to produce the written report, and even if it was independent, it is still one garage VS another.
