i have parked here in a council owned car park.
where i have parked is private property and i was wondering if they can book me if im on that property or do yellow lines count for both directions

If that was on street then yes you would/could get a ticket as you cannot just park beyond double yellows, the restriction applies right across from property boundary to property boundary where public access is possible.
If it was a private car park then you would of course just ignore any scam fake PCN placed on your windscreen.
But you say it's defo Council-owned (it's not clear from the sign who enforces, is that a Council logo at the top of the sign?). As it's off street I think it would depend on what the sign t&cs say about parking 'in marked bays only' and mainly what the Parking Places Order says. The Council hold that but any interested person can ask to see it - you could email and ask for the Order that relates to that car park.
If there's nothing about it on the Order then there's no contravention (never mind the signs, they are secondary and do not create contraventions). I assume you didn't actually get a PCN on the windscreen?

it is council owned, my dad has had several parking tickets from them in the car park. (it is the council badge at the top)
i just checked the car, no ticket thankfully but i dont know if its lack of parking wardens or im allowed to park there....also can i point out the yellow lines arent well marked as you can see from the photo some of it has been tarmacked over.0 -
Dodgy yellow lines - gaps and all - are still considered 'substantially compliant' by adjudicators nowadays unless they are all so faded as to be practically invisible.
See what the signs say about parking within marked bays only (or not). Or if you want to park there regularly then be proactive and email the Council for the applicable Order for that car park and check there cannot be a contravention by parking as you are. The Parking Places Order will either stipulate a rule about bays, or it won't. You do not need a PCN to ask to see a public document - it is your right.PRIVATE 'PCN'?
