Cannot open file QPST 2.7 Build 366. download, can you help please

trying to unlock a new phone

with these instructions

the first point says to download QPST 2.7 Build 366
i have, and try to open it with

but it just opens the file to a blank page

i know its me doing something wrong, or not understanding what i am doing

can anyone help me please?
trying to save my daughter the £20 unlocking fee from a shop:(

I downloaded it, used 7 zip to open it, there are 4 files, though you would probably just need to click set up.

You can get 7 zip here, and you should need either of the top two for 32 bit windows, unless you have the 64 bit version

After you install 7 zip, with the add to context menu option, right click the file, click 7 zip, click open to the folder which is named the same as the file. Open the folder it creates, click set up

The file is 12.3MB
