Points to note that are a smoking gun as to how corrupt the whole private parking industry really is. from the blog linked above :--
"Incredibly, although the BPA's Code was published in 2009, it gave companies until October 2010 to remove words like 'fine' and 'penalty'. "
APCOA one of the largest operators then are quoted in the blog telling the BBC how whiter than white they are

    "
    2. Has APCOA Parking UK Ltd been found in breach of the Code on any previous occasions? If so, when; what for; what action was taken, and was this matter reported to the DVLA?

No, APCOA has an unblemished record in respect of breaches of the Code of Practice, and we work closely with the British Parking Association to ensure our practices, policies and procedures remain in line with the Code at all times. Furthermore, we are in regular contact with the DVLA to ensure we maintain the highest possible standards of compliance.

    3. What measures does APCOA Parking UK Ltd plan to take to ensure that the company adheres to the code of practice in future?

As an established and prominent member of the British Parking Association, APCOA will continue its active role in striving to raise and protect industry standards through our involvement in the Approved Operator Scheme.

    4. Does APCOA Parking UK Ltd understand the consequences for the company, and for the BPA for breaches of the code in relation to the ability of BPA members to access registered keeper details from the DVLA?

APCOA, as a committed supporter of the BPA's Approved Operator Scheme, are fully conversant with all areas of the Code, its sanctions and the implications of these for our business, our Trade Association and our fellow AOS members."
    OH REALLY ??????

A direct quote from an E-mail I received from the BPA AOS complaints team following my complaint in JANUARY 2011 re the use of the word PENALTY on signage ...
"Having considered the evidence that you supplied to us and reviewed submissions from APCOA, we believe that their signage was in breach of our Code of Practice for containing the word ‘penalty’ and appropriate disciplinary action has been taken in this regard."

I think that is pretty conclusive that even the biggest "industry leaders " break the code and LIE about it to the BBC ....and yes I still have all the E-mails so if you are reading this APCOA legal team ..looking forward to any action you may consider re libel or defamation ..!!!

Its the same situation with the "Geographical address" not simply a PO box number. Most of them still have PO box numbers, others use a post drop address, and a few have an actual address were they operate from.

The top 5 requesters of keepers.

    Parking Eye
    Ranger Services
    APCOA Parking
    Excel Parking
    Roxburghe UK

How many none AOS members are getting keeper details from them? Specially Ranger services?

Quite a few no doubt, I thought Roxburghe were not supposed to have access to DVLA being a DCA rather than a parking firm.

They are AOS members, but it could explain why some people never receive an invoice from a PPC then hear from Roxburghe. The PPC probably just pass the VRM to Roxburghe!
Mind you Roxburghe would not do something so underhand would they?

Heaven forfend! And, of course, the selective quotation of CPR parts 31.16 and 17 - thoughtfully included in the letters he signs by Roxburghe's Steve Dargonne - in no way breaches the AOS CoP and are simply provided as additional guidance for the otherwise ignorant public.

The pink, polka-dotted, five-legged, twin trunked flying elephant I'm sitting on believes that too.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com
