Car Hire in Florida for under 25 year old

Anyone know of the best Hire Car company in Florida for my son who's 22 to hire a car, arriving at either Tampa or Orlando airports staying for 3-4 weeks Feb/March time 2007.

A number of hire company's I've looked at want really expensive add on's as he's under 25, although he's been driving since the age of 17 with a clean license.

As far as i know when i was a travel agent it was over 21.

https://www.fifteen02.com. uk based, cost me £225 all in for a PT cruiser for two weeks including top insurances. they even picked me up from the airport etc in sandford. couldn't fault them.

I used https://www.usrentacar.co.uk at 24 - couldn't find anything for florida that managed to beat their price. I got a car with Budget at Orlando airport although I'm not sure about Sanford airport which is where the charter flights tend to go. - depends on the airline where you fly to.
