best account for a 13 year old

hey
my brother is hard into saving (literally wont spend a penny of his spends on anything) and wants a bank account.
i bank with natwest, but i can't really find any details on what would be best for a teenager on their website and was wondering if any of you have any advice on where's best to open an account for him.
also, what would i need to take in? i'm assuming he'd need his birth certificate, but what else would we take in, given that he has no utility bills?

I'd choose Lloyds - http://www.lloydstsb.com/current_accounts/under_19s_account.asp. Their current account pays 2.5% on balances up to £2,500 currently.
Only draw back is you have to be 16 to get internet banking. The branch will be able to advise if any id is required on opening the account.0 -
