No policy number for lloyds tsb loan

Please help.
My dad took a loan out about 10 years ago through lloyds tsb and paid it off 5 years ago,
We are tryin to claim for ppi, but lloyds are saying because of the amount of time that has passed since the loan was taken out they no longer have these records, and need a policy number from him, which he does not have.
We have even been into the their branch and although they can see his name on the system they cannot gain any other info apparently without policy number.
Does anyone know where we can go next to get this complaint under way?
