PCN charges Problem. Help Please

On the 7th dec I received a PCN outside my house while loading on a single yellow line.
As usual the Officer only looked to issue a ticket, and not care I was loading.
Anyway I contested the ticket the following day with a letter template from this site.
I have waited and waited for a response, and the council took longer than the 2 week gratification period to reply. So the have rejected my letter, and now want the higher price for the ticket due to the time period being up. The date on the letter they sent me is 2 days after the 14 day period, 23/12. The letter arrived with me on the 24/12
Is there anything I can do? as i don't believe it fair that not only do I have to pay for a ticket when I wasn't in the wrong, but I now have to pay double because they have taken all the time on the letter to reply.
What options do I have to help me resolve this? Its at the worst time too, as my loca council, worthing borough, is now closed until 3/1/12

You might as well appeal it all the way to the arbitrator now as you have lost the discount in any case, and it wont cost you a penny more to do so.
You do need to get your appeal right though , so go to the following link, they will need to see a scan of your PCN with personal details removed, and images of where you were loading your vehicle etc

They are all or have been suspended from accessing the DVLA database for gross misconduct!

'Letter'? You mean they sent a Notice to Owner and never bothered to reply to your informal appeal?
If you were loading then there will be an exemption but you may have to go to adjudication to get the ticket cancelled. However you must first respond to the NTO and you can get help with the formal appeal from pepipoo as already linked by taffy.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wouldn't bother. Thats not even recent photo (at least 2 years old) as NSL are now the on-street contractors following a de-merger a few years back. NCP now deal purely with private car parks while NSL has taken on the on-street responsibilities that NCP once enforced.
What you do need to do is provide any receipts for goods that you bought/sold and were loading or witness statements that will back you up along with a description of the items, times it took to get to and from the vehicle after picking up each item etc.
I heard of a case years ago where one motorist claimed his loading activity took 17 minutes from the property to the vehicle due to the location of the property to its nearest yellow lines. The council obviously disputed this so the adjudicator actually visited the site with the council and the motorist, timed the whole thing and agreed that the PCN should be quashed and the council was ordered to increase its observation time for that particular yellow line in that spot.
I guess what I'm saying is that whatever you were doing, as long as it was CART (Continuous, Adjacent, Regular and Timely) you've nothing to worry about. If you were parked there, having a cuppa, taking out the odd box every 20 minutes while then doing other things then you're gonna get proven wrong.

The car was only parked on the single yellow line for around 15 minutes.
I cant get any receipts, as I was unloading empty boxes, a hoover and some other items from a house move.
I should be able to get a witness statement from a few people tho, I hope.

So you'll have documents re the house move then presumably such as contracts, receipts etc? - Send in the copies.
As said though, if it was parked and you weren't continuously moving goods to and from the car I don't like your chances but if you had legitimate reasons, APPEAL.0 -

There are always other points of appeal, I think the guys at pepipoo will discover a few that are on the PCN itself, or maybe the signs or yellow lines don't comply, that is why its important to get the appeal correct !

Very true but there isn't always a miracle loophole thats why I try to find other legitmate things to advise on.0
