Refund for tickets i didn't receive?

Hello all
I ordered some tickets online for the V festival some time ago and the tickets were never received.
I advised my bank and they credited my account accordingly claiming the monies back from the original transaction.
After some months, I received a letter from my bank asking me to explain the situation which I did in that I did not receive the tickets.
The company have now reverted to my bank stating that they have proof that the tickets WERE delivered to my PREVIOUS address albiet not even to the previous address but to a neighbour 3 doors away.
The current occupiers of my previous address are stating that they never received the tickets (which they obviously didn't as the neighbour 3 doors away would have signed for it)
The bank are now stating that due to the proof of delivery from the sellers, they will now be recharging me the full amount again.
Obviously, I never received the tickets and have now to be recharged for this.
Can anyone advise what I can do please.

Okay. There's a thread here which isn't identical to your problem but deals with something similar (package being delivered to the wrong address) so there may be some information you could use in your case - https://forums.moneysavingexpert.com/discussion/1811673
I'd try the Consumer Rights forum as well which is where that thread is taken from as the people there are generally well informed.0 -
If you placed an order for something, how was a previous address even involved?
Was it something like ticketmaster? If so, did you update your address at the point of order? There will be confirmation of order saved on your account you can use as evidence0
