late charges for tax returns

This is just a thought and it doesn't apply to me but wondered if it would be of any help to anyone on here.
I've just heard the advert on the radio for tax returns.
Apparently you'll be charged £100 for a late return.....is this a praportionate charge?....OR should people be reclaiming these charges too.
