New build house - insulation polystyrene beads

Stupid question but... we are living in a new build house and had a bit of a shock when we drilled a hole for the tumbler hosing (and loads of beads were pouring out)!

When we have had these beads blown in at previous properties, the installers have always added some kind of adhesive - presumably so that you don't lose loads of beads when you drill a hole in the wall.

Is it normal for the beads to have been added on their own?!?

    No they should be glued, but often the mix is poor and they dont glue as expected.
    In many new builds CWI is often not bead type
