can i ask for a part refund

i brought a item on the 3rd of november (posted on the 5th) from china for a christmas present the listing said that the item would arrive in 7-20 working days.
i still have not received the item and it too late now for me to give it as a present so i had to buy another present to replace it.
can i ask for a refund or part refund once i receive the item as i now will have to pay to send it to the person in the post after christmas as well as the the extra expense of the other present

anyone had this experience and is it easy to get refund from chinese sellers

    You should put in an INR claim, I've just had a quick add up & it appears to be 50 days, so you're out of time unfortunately.
    Have you been in contact with the seller over the delay?
    Is it over £15, (I think) if so it could be held up in customs.

    Did you mean to put December in your OP? I was working on it being sent in November.

    If December, then put in an INR when you can. If it then arrives, contact the seller & repay.

    I buy a lot from the Far east and basically stopped buying Chritsmas gifts at end of November as my stuff can easily take up to 30 days to arrive, even without the additional pressures of Christmas. I do hope you do mean December BTW

    this is the message i get when i try and get a inr The item is probably on its way. Please allow enough time for the seller to process and post your item. If you still haven't received the item by 25 Dec, 2011, please contact us.

    There is something terribly wrong then as you are out of time for any claim now through ebay or paypal- are you sure you are reading the correct bit when you try and put in a claim?

    As you can no longer automatically open any claim for your money back I'd phone ebay and ask them what they are doing. I've got my buying account open here and just checked an item that I bought on the 10th December (with the usual up to 25 days delivery disclaimer) and as long as I have contacted the seller beforehand I could open an ebay claim for that today. A claim also gives me the option of requesting a refund or replacement- I can see nothing at all from ebay warning me not to ask for a partial (although I wouldn't as why would anyone want that for an INR?)

    You have only 45 days to open a dispute so you are out of time, unless you've hit on an ebay glitch.

    Nothing at all has been mentioned on the ebay boards, I wonder if there is some sort of communication issue- especially as the title of the OP mentions 'part refund' when we are all assuming this is a simple INR when of course no buyer would be looking for a part refund only.

    In the opening post the OP states they want to ask for a part refund, after they receive the item, they still hold out hope that it will arrive.
    I have used Chinese sellers many times and found them all to be very good, one even refunded me without having to send the faulty item back.
    OP items coming from China can take a long time, but tbh you should have started to worry after about 25 days and done something about it. Asking for a part refund on a £6 item is hardly worth it, so just message the seller, tell them the item hasn't arrived and ask for a full refund, the good sellers will give you one.
