neighbours blocking our predestrien right of way

We have been living in this property for 14 years and have been using the pedestrien right of way without any problems since we moved in.
Last year the house next door was bought by a younger couple who we noticed almost straight away were not the neighbourly people we hoped they'd be. They bought the house knowing we had pedestrien right of way on their track.
After a couple of months of them living next door delivery men who had previously used the track to walk up and deliver our packages were telling us they were being sent down the other track that is next to our house which we dont use due tothe track not being a proper track, it is a dirt track that does not belong to our house. They told us that the neighbours were telling them that they had no right to use the track and were sent on their way.
About nine months ago they built a bollard in front of their gate, on crown land without permission, to prevent people from parking in front and beyond their gate. This may cause problems if there is a fire or an ambulance is called because this is their only access point.
They also put up an intimidating sign saying ' driveway for no '''''''' only, no parking, and that means you!' which we found intimidating and worded incorrectly as it misled people. My father asked them to take it down and told them they had a month, they didnt therefore he removed it. as soon as they noticed they came round when my mother was alone and started on her, using abusive language and aggressive behaviour. My mother contacted the police at this point but they could not do anything. The police had to give the sign back as it was their property but could only advise them that they shouldnt put the sign up. As soon as they received the sign back it was back on the gate.
This behaviour and sign caused the sale of my mothers house to fall through as the buyers did not want to get involved with the neighbours.
The neighbours have two jack russell dogs that they let out and poo all over the track. They do not clean the poo up on the side that we use so it piles up over time, they do this as they are trying to put us off using the track. a couple of nights ago when i was walking up i trod in dog poo, at that point i thought enough is enough and i piled it up next to their wall but not in their garden hoping they would do something about it. their reaction was to chuck this poo into our garden! At this point both my parents and my husband could not control their anger after months of intimidating behaviour and other incidents that have not been mentioned in this post. They approached the neighbours, asked why they did it and they denied everything. a massive argument developed and the police were called. this lot of police understood our situation and actually told the neighbours to remove the sign as it was intimidating which they have done. The police also told them that they have no right to turn away delivery men. later that night the neighbours came round wanting a truce and said the only way this was to be sorted is if we give up our right of way which we dont want to do! We have every right to keep on using it. as we declined there offer we closed the door and agreed to stay out of each others way. the next morning my husband was walking up the track when the neighbour confronted him trying to provoke a fight, his partner was filming his attempt. Again, we phoned the police and they are going to issue a harrassment notice but do not know how long this will take. They are still being awkward, parking their car so close to the fence that we can not take the wheelie bin down, and this morning when my mum was taking the recycling out she was told by the neighbour that when she wants to do that she must not use their track. we dont know what to do, we have been living here for fourteen years with no problems. We feel like prisoners as they do not listen to anyone, not even his own family who have tried to intervene and help us.

The house was previously one home but was split into two. The right of way was a footpath up to the house but over time has been widened to fit vehicles. It was once the only access to the house. its on both properties deeds.0

what will they do?
Assertain if you have in fact a right of access(probably by looking at the deeds) , write to the neighbours if you have, if they don't comply with this possibly have a court order served on them or an injuction served on them. If they break an injunction they risk being arrested.

Do you have legal cover included as part of your house insurance? Might be worth giving them a call.0

I'd imagine the deeds and covenants will spell it out pretty explicitly. If they don't, then it's up to the courts to interpret.
Oh, I see it is on the deeds, have you pointed it out to them that it is on both sets of deeds? They may have to take it up with their own surveyor and lawyers if they were misled. They clearly believe they have exclusive rights.0 -
