Asphalt internal floor

I've asked a simular question in the past, but it's a slightly different question this time!
I've got an ex council house, the downstairs floors are concrete with a 12-15mm think layer of asphalt on top. This has been broken all along the edge by the carpet grip nails.
I'm asuming that the asphalt also acts as a damp proof layer as well as a levelling surface. though the concrete doesnt appear damp, I dont want to risk having moisture stagnating under a laminate floor.
I'm wondering if I can remove the whole floor and paint it will a liquid damp proof solution, then put down a thin self levelling layer?
Ontop of this I thought I could then lay a laminate/wood floor(with underlay) this should fit under the skirting, so avoid that untidy beading on the skirting. If I wanted a carpet in the future the carpet grips could be fixed to the wooden floor.

Have you thought about asking the advice of a floorlayer ? I cant see that many tradesmen telling you how to do their job whilst work is so short, they may be exceptions, but I think even the daftest tradesmen are "waking up to keeping schum "Hi, we’ve had to remove your signature. Older Council houses (1920s) were sometimes constructed with asbestos concrete floors - be careful if your house is pre WWII.0

Paint some flashband primer where you might be concerned that there may be a break in the protection and fit your laminate etc on top (why make life harder than it already is?)0
