Email the Local Authority's EHO.
This is part of their area of responsibility and they can't ignore your complaints.
They will write to your neighbour advising them of their legal responsibilities and possible penalties and will send you forms to record the incidents.British Ex-pat in British Columbia!0 -
On a practical note I'd say your parents could maybe think about moving to a bedroom near to the front of the house (away from the garden/noise). Not that they should have to do this, but as the problem evidently isn't going to get sorted anytime soon, it might at least give them a night's sleep.
They also need to think long-term. If the younger child of this neighbour is 11, then chances are that a few years down the line, as soon as the first troublesome noisy teen has left home, the younger one will then start up!!
Are the environmental health people willing to help, or do they (like the Police) not want to deal with it?0
