Fines and clamping

I parked in a private car park in June this year and bought a ticket for 2 hours parking. I forgot what time it was and unfortunately overstayed my time by 15 minutes, When I got back to my car it had been clamped. I was fined 130 pounds on the spot and was advised that if I didn't have the money on me I should go to a cashpoint and draw it out. I protested, then tried to appeal to his sense of fairness, to no avail. The only thing I could do was to get the money and pay up. Was he within his rights to clamp and fine me? There were notices in the car park stating that wheel clamping would take place in such cases, but they were not very prominent. I accept that I was in the wrong for overstaying my time, but I think that 130 pounds was extortionate for the amount of time I was over the limit. I don't think I kept the receipt so won't be able to claim the money back, but I would be interested to know if he was within his rights.

    They have the right if everything is in order, they have to have prominent signs that you would be expected to see! They must have a visible SIA licence that you can inspect. They must give you a receipt that must follow a certain criteria, and the release fee must be reasonable.

    Unfortunately as you have learned they don't have a sense of fairness.
