extra charge added to credit card for delivery

Hi would like a bit of advice on this question please.
I placed an internet ordered for some goods that ended up being out of stock and was refunded by company.
They sent me a E-mail a few days later asking if i still wanted them for £xxxx no mention of delivery charge, i replied with E-mail stating items and price qouted £xxxx delivered yes please, asked how to pay for goods.
Recived phone call within the hour gave cc details over phone (national company) for the agreed price, then within the hour recived E-mail from them for items wanted plus delivery charges. are they allowed to add on a delivery charge that was never mentioned to my bill and credit card.

I do think it is worth firing off a letter of complaint to them, since the order did not complete online. You never know, they may give you 50% back!Thinking critically since 1996....0
