Electrician did more damage than good...

so i had an electrician coming to my flat to do an electric check as i am planning to rent my flat.
he said i needed two things to pass the test and gave me a quote for remedial works.
then he came, change the two fittings in the bathroom, left a hole in my ceiling because he did not have any filler to put around the fittings.
he then proceed to change the transformer of a downlight in my front room. when he came first time around he said it will need to be moved away from the joist as the joist had started to go brown because of the heat and there is a fire hazard.
today he said he was just coming to change the transformer - nothing else.
i said to him not to. he did anyway (he was on the ladder with the new transformer in his hand when we were talking about him not doing what he initially said) he said he was not going to charge me for that. i said ok. but after he left i checked whether i had pay or not his company and yes i did. so i phoned them to complain and ask for a refund, they said he did the job he quoted for - no refund bye. i wanted to complain further they made me hold hold the line and then hang up.
i am fuming
£168 for 3 lightbulbs. i agree to pay this because i wanted a professional job.
what are my recourse?? can i complain anywhere??

So he gave a quote, you accepted, when he was there he pointed out and rectified a fire hazard and billed you for the works.

No - the electrician identified a fire hazard, quoted (and charged) to repair it, but didn't repair it.
So OP is trying to do the right thing for the tenants, and keep a safe house. It's all there if you read the OP.when he came first time around he said it will need to be moved away from the joist as the joist had started to go brown because of the heat and there is a fire hazard.

In changing the transformer has he moved it away from the joist also?
Is the old one damaged?
What does the new one do? give off less heat?0 -

Have you asked him why he replaced the Transformer? Id get that in writing0
