Lower MPG for a diesel car in winter is normal for three reasons:
1. winter diesel mix (to prevent paraffin crystallising) gives you worse performance
2. in cold weather the engine takes much longer to reach normal operating temperature, so the combustion is very inefficient (hence lower mpg, and much noisier in winter). It gets worse with short trips as the engine cools off very quickly when turned off, and when you restart it the whole warm-up cycle repeats. Long distance motorway MPG in winter should be very close to summer MPG though.
3. engine oil is much thicker in cold weather, so the engine must work a little harder for a few minutes"Retail is for suckers"
