This is a last throw of the dice to try and fool you into paying up. Probably the last letter in the chain.
If they really had a case, they would have taken it to court long ago.

Why would they accept a reduced amount?
If they felt that they had a strong case, they would go for the maximum.
Until they issue proper court papers, I would ignore them.
If they do issue court papers, there are plenty of good people here to help.0 -
The final but more unpleasant threats usually include mentioning that, if the case goes to court, a county court judgement (CCJ) will be issued, that bailiffs will be appointed and that your credit rating will be ruined. For things to actually get to this stage, the car park owner would have to take you to court and win the case. Then, you would have to refuse to pay, to get a CCJ issued after 28 days. Then, you would have to still refuse to pay, to get bailiffs appointed.
And there are now the recent landmark court cases, VCS Parking Control vs. Ronald Ibbotson, S!!!!horpe, 2012, HM Revenue & Customs vs. VCS Parking Control, Lower Tax Tribunal, 2012 and VCS Parking Control vs. HM Revenue & Customs (Appeal), Upper Tax Tribunal, 2012. In these cases, the judges ruled that only the car park owner can charge for parking and take alleged offenders to court. The Upper Tax Tribunal is equivalent to the High Court, and therefore its judgements set legal precedents.
Soon, they will run out of empty threats and stop throwing good money after bad.

In July I received another letter from Debt Recovery Plus Ltd acting on behalf of UK Parking patrol stating Intended Litigation and threatening County Court Proceedings if not paid within 7 days. I ignored. I have today received another letter stating they have 'referred your case to our client and have proposed issuing County Court proceedings against you'. However in this letter they are offering to accept a reduced payment of £119.99 (rather than £149.99) to prevent the action.
Have to say this is starting to bother me a little now, do I hold firm and continue to ignore? I'm about to be made redundant

Here's a version of your letter. I found it on the letter chains thread which has been there for over 2 years. Second from the top of this board, tells you all you need to know.
UKPPO are only shown with 3 letters on that thread because no-one has taken time to tell Crabman what the next letters are. But all you had to do was look instead at the nearest pics of DRP letters. Just above the listing for UKPPO is UKPC and that's where your letter chain is shown.
Take a look now, so you are expecting the last one if they move on to Zenith or PCS or another last-gasp final letter.
