loading only bay helpp required please!!

I have just got back from green street, newham and went to pick up a few goods that I had ordered from a shop there using my car...
I tried to find a pay and display parking space but there was none available so I parked in a 'loading only' bay which I assumed was fine because I went literally 10metres down the road to get some goods...I looked around and the one camera there was was pointed in the opposite direction...

Anyway I was in the shop two mins and then returned to find the camera pointing at my car so I moved straight away...whats the chances i'm going to get a ticket and is there any minimum time limit your allowed to park etc?

I obviously haven't received a ticket yet but really could do without a fine when money is already tight at xmas time..

Your help would be much appreciated...

    Depends on a) whether the goods were bulky and b) the actual restrictions on the loading bay eg it was goods vehicles only or you parked outside the loading times.

    keep any doc proof the goods were pre-ordered.

    In the parking industry we have an acronym for loading: CART. That means loading must be Continual, Adjacent, Regular and Timely. In other words no parking, un/loading must be continual (EG no locking the vehicle and going off up the road - unless your moving goods and need to lock the vehicle for security), the premises must be nearby (in other words no parking there and then going 3 streets away - unless there are pedestrian zones), regular stands for itself, you must be moving back and forth between the vehicle (no wandering off to the bakers to get your lunch) and timely (no hanging around reading your newspaper - get the un/loading done and move away).

    The goods must also be unreasonable to carry such as large heavy boxes, machinery, things on a sack truck etc. Not a few bags of shopping which most people try to class as 'goods' to excuse their lazy parking even if it is only two minutes.

    Additionally if you were legitimately loading heavy or bulky goods, you also need to be aware of the class of vehicle. Some loading bays are for commercial vehicles only (vans, trucks, lorries) and if you stop there in a car it's an instant ticket due to the wrong class of vehicle being used (even if you're un/loading bulky or heavy items).

    You may well get a ticket, it depends on whether or not that authority issues PCNs by post based on camera evidence. This is allowed and many authorities do so however there are still many that have not started this method of enforcement yet as they're nervous about its implications evidence wise.
  • The goods were bulky and i can prove this via a receipt..the bay had a sign saying 'loading only and the time on there which i was in...it did not have a sign saying goods vehicles only!

    I did park my car there but only to go and get the goods..i believe newham council do issue PCN's by post :-( how long doea it usually to take for a PCN to come through?..should I pay then appeal or appeal first?

    You can NOT pay and appeal a council ticket !!!!!

    Once you pay you admit the contravention and it is game over !

    Wait for the PCN then visit https://www.pepipoo.com for expert advice on how to appeal. They win the vast majority of appeals against Council tickets.

    If you get any Council ticket, ever, then go to this pepipoo forum:

    They can help with the appeals wording and will get most people off most Council PCNs. All you would need to do is start a new topic there (but only if you get a PCN, as you will see from other threads that they need a pic of the PCN front & back in the first post).

    Nobody can possibly tell you that. They have 28 days to issue the ticket via post, but from what you have said you have good grounds that the contravention did not occur. It's just a waiting game at themoment.
