HMRC response times

Hi,
Just a quick question (HMRC don't seem to want to get back to me). I sent away my Sole Trader application about 3.5 weeks ago, but have heard nothing back since. Is this normal? how long does it take?
It is getting quite urgent as one of my suppliers wants company details before allowing me to order.
