I have had a few of the types of tickets over the last few years and I can tell you from personal experience that nothing will happen.
But to be honest mate you really need to have the nerve to ignore their letters and I don't think you have it.
Personally, I expect you to come back here when you receive your first threat-o-gram saying "yeah but they said this is my final reminder before it goes to court."

Just to add to the debate, based on advice given out on here (which I believe to be plentiful and sound), whilst my wife was giving birth in Exeter Hospital I received a "speculative invoice" and have ignored it ever since.
That was on the 1st December 2011 and I am awaiting my first ever letters threatening court action...cannot wait!0 -
If you knew how many of these I have had... Lets say it is well in to double figures and then some, ignored everyone, often get up to a dozen letters a week that get shredded for hamster bedding, guess what, over 3 years since the first... Nothing
got another from parking browneye last week for shopping in B+Q, for 3 days apparently !

I got one as well. Different hospital same reasons. When your wife is about to drop the last thing on your mind is "gee do I have £4.50 for the parking meter
StixUK mine was quite a few months ago had the odd letter.0
