On the TRV if you don't have a room 'stat.

Just to check, you know that legionella will not be on your clothes? but washing at 60 will kill bed bugs. Bed bugs don't drown at 40 but will be clean.

Assuming your washing M/C is plumbed to both hot and cold.
It will only draw-in cold water on all programmes except the Hot wash ie. 60c.
On the Hot wash (normally No1) it draws in hot and the internal washing m/c heater raises the temp itself.
