Natwest request for loan info refused....

Hi,
I loooked through loads of threads on the forum and half have the answer to my question, but would like to make sure.
I decided to look into PPI compensation on a loan started 2005 ended 2008. I sent out 1 of the templates asking for the loan agreement paperwork. I received a letter back from Natwest stating "As the loan has ended we have no obligation to provide the information you request"
From what I've read, it appears that I don't need the loan paperwork but should actually be writing to Natwest to say, "I had a loan, here are the account numbers, dates amounts - I believe I was missold PPI, please look into it and get back to me"?
If this assumption is correct, is there a template for this approach? Also, which department should I send the letter?

You sent the wrong letter. Correct. Plus, you need to give your reasons for mis-sale. Having PPI is not a mis-sale reason. It has to have been mis-sold or set up incorrectly.If this assumption is correct, is there a template for this approach?
dont use a template letter. Personal letters are more successful.Also, which department should I send the letter?

It leaves me with one question - how do you know if you are missold PPI or it was set-up incorrectly?
It was 6 years ago and I can't remember anything about the chat/interview I had at NatWest before it was set-up. I was unemployed at the time, which I have seen mentioned as something in favour of a claimant.
