Debt on paypal account

Hi, buyer opened a case on ebay (not escalate to claim yet) and now my paypal account balance is -£33.00. I need to buy a prams raincover, but what to do with this balance? Do I need to repay it first?
Edit: I called paypal and been told I can't pay for anything until paypal balance is cleared. Ebay case is not resolved and can't be at this moment, buy money were already taken.

Paypal are correct you cannot use yoru paypal account until you have cleared the 'supposed' negative balance.
