what to do if a company just won't send you the goods you've paid for....

Advice much appreciated...
I bought a voucher from KGB deals for a beauty website. It was pay £10 for a £20 voucher. good deal so i thought...
I placed the order 6 months ago, for 2 items. Waited 2 months with them telling me they were out of stock before getting bored and agreeing to swap the out of stock item for something else they had in stock.
They sent the replacement item out immediately then, but have never sent the other item I ordered. In the last 4 months, I have continually emailed and called them to no reply whatsoever. I have been polite, I have been angry. I have told them that if they don't reply I will refer them to trading standards. as yet to no response whatsoever. So what do I actually do now? Trading standards was a bit of an empty threat. will they actually care? and how do i go about doing it?
I think companies feel they can treat you worse because you have a voucher, because you can't really demand a refund. or maybe they are this shoddy to everyone.
I won't name and shame them just now, as I have sent them one final email and said i'd give them 48 hours to respond. seems i should not badmouth them till that time has elapsed.

So there was a delay on sending the first thing you ordered, you agreed to dump that order and pick an alternative product...which arrived immediately.but have never sent the other item I ordered. Unless I'm missing something here, you wouldn't have been sent the other item because you agreed to swap it for something else...which you received.

The way i read it is they ordered 2 items. Didnt send either as one was out of stock. OP agreed to replacement product. They sent out replacement product but not the original item they ordered that wasnt out of stock.You keep using that word. yes sorry for the confusion...! Essentially, i ordered two items and have only received 1. still haven't received a reply so I will let you all know that it is naturally-u.me! don't go know them with a barge pole!
so, is there anything I can do about it? I've since moved to Germany and chasing them from over here is a right pain... since it's only £10 worth of stock I'm almost about to give up, but then I get annoyed on principle! also cause it was a £10 for £20 spend voucher, and half of what I spent the £20 on has been delivered, I couldn't get the voucher refunded.
argh!
shall I just give up on it...?

No!
Try contacting KGB and get the voucher refunded. You may have to put pressure on them though. If they refuse you can't really do much more as a) court wouldn't really be worth it and b) the chargeback time limit is 120 days.
You can send a letter before action still though, threatening them with court -- may work or they may see it as an empty threat.
Still report them to TS though.0
