Most garages will do the labour if you supply the parts, if they say no or make excuse just go somewhere else.
Cost? Well mine was done at a main dealer for £15, I supplied the parts.

The job in question shouldn't take no more then 30 minutes for any experienced mechanic. Raise car on ramp, locate drain plug, drain oil, use filter strap to take off old filter, replace filter and ring, open oil cap and top up, start engine. 30 minutes. If they charge you more then £15 for the job, then screw their laziness.0

Get really good oil and flog it half price to a mate (£25 maybe) then book car in for oil and filter change at National tyres and just pay the difference.

Dont the company arrange the cars service schedule? I know with my old companies fuel card scheme you
could buy oil, But service stations are not the cheapest and one driver got pulled up about the quantity
of oil being purchased.
You cannot get labour for oil changes applied to the cards. And i think they would want to know why your booking
