Can't add a named driver to my policy having had his license less than 12 months

Hello!
Ok so I have a question about van insurance. I have a fully comp insurance policy on my peugeot partner van with Ageas(Fortis) via Grove and Dean insurance brokers. My partner passed his driving test yesterday so I rang up to try to add him to my policy. I was told that he couldn't be added to the policy until he had had his license for 12 months. This seems fairly ridiculous to me, as after not being able to drive for 12 months he will surely be more of a risk than if he could carry on driving right away! Anyway I was wondering a few things:
1. Does anyone know if this is a van-specific thing, needing to have had your license for 12 months before a driver can be added to a policy?
2. If this is not a van specific thing, does anyone know of any insurers (who will insure a van) who will allow a newly qualified driver to be added to a policy?

Every Insurer will have their own terms / criteria. Just because Ageas won't allow him on their policy doesn't mean that other Insurers will do the same.
