    Unless you are involved directly in the accident there is no requirement to stop, in fact the police recommend that you do not stop as doing so complicates things and could cause further accidents. Instead you should find a safe place to pull over (not the hard shoulder!) and contact the authorities to say you were a witness. If the police require you to give any further information they will contact you.
