Trouble with findmeagift.com

I placed an order with findmeagift.com on 29/11 totalling £39.97.
Having not received anything by 8/12 (and with my mother getting rather impatient for her birthday present), I checked the online delivery status (Hermes) and it said the parcel had been "Delivered to porch" on 3/12. I live in a flat and don't have a porch and was in all day and no-one knocked or put a card through and I've seen no parcel.
So I e-mailed findmeagift.com to explain this and they replied on 9/12:
"I have called our courier service today and they have advised me that they are trying to contact their driver to see where he has left your order.
They believe that the driver has marked the wrong section on the tracking information with regards to where he left it.
As soon as they get back to me, I will of course contact you."
Having heard nothing further, I e-mailed them on 12/12 to say this was unacceptable, that any problems with the courier are not my concern, pointing out that Hermes seemed to be making excuses to avoid having to compensate them before even speaking to the driver or investigating and that I either wanted my goods or a refund.
They haven't bothered to reply since and I'm not sure what to do now. If I'd paid by credit card I'd request a chargeback, but I paid by debit card.

Chargeback applies to both credit and debit cards for transactions under £100
Known as Chargeback, this is part of Visa and Mastercard's internal rules and not a legal requirement. Mastercard only covers amounts over £10 and there is no upper limit, and there's no limit at all for Visa. Here's an example of how useful it can be...You keep using that word.
