Parking ticket fell off dash - please help

I bought a parking ticket in a council pay and display car park. It didn't have an adhesive back so i placed it on the dash board. when i returned i noticed it had fallen on the floor and i had been given a parking ticket. Should i fight this as i do feel i paid for the parking space? Any tips/advice greatfully received.
PS I have sent one letter to dispute but the council have rejected it but i am still within the 14 days to pay (£25) after this it doubles.

I had the same issue last year. I ended up paying it as they argued that the machine and ticket stated 'clearly display your ticket' etc and i had failed to do so due to it being really windy adn the gust of wind blowing it off the dash when i closed the door. I bought a little plastic wallet witha sticky back that i now have stuck next to the tax disc to place tickets in - so it wont happen again.
so.... if i were you i would pay up if the above is relevant

The council Could think that you did not have a ticket and when you got a fine you then found a used ticket covering your parking duration,or when you was captured, and then wish to produce this as evidence as to the proof that you actualy paid before leaving your car.....this has been done......you just ask a leaving driver for their used ticket.....Political?....I dont do Political....well,not much!0

Definitely go to pepipoo. This should be open and shut. There is a case I've read there where the appellant won purely based on the fact that there was no adhesive. Keep the ticket (obviously)One important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.0

I wouldn't have paid up if I were you. I would have appealed further through the stages, to adjudication.
Did you not put your PCN on a new thread on pepipoo forums? They would have told you about the phenomenon known very well by Councils as a 'fluttering ticket'. It has even been covered on a Chief Adjudicator's Report which gives examples of cases where such appeals succeeded. It's not a slam-dunk win but it is likely if the appeal is helped by pepipoo posters.

It is not about what the machine/sign/ticket/permit/CEO says - it is ONLY about what is stated in the Traffic Order for that place. Read the link & Report.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
