    Charge him the £20. Turn the heating off. Don't pay the bill. Allow it to be disconnected and switched to a prepayment meter then if it doesn't get paid then the power goes off. The other housemates will then side with you to get the money from him to top up the meter to get the power back on.

    Sort him out, he is going to be trouble!
