Maybe you, or your parents could encourage him to close his current bank account? Get him to open a basic account with no debit card facility? I don't think PDL companys will accept an application without a debit card.
Also, I know it's hard, but maybe YOU could take control of his finances for a while? Maybe a family meeting is in order? If someone else has control of his finances and drip feeds his money - that might work.

Hi, everyone who has made the point that you need to stop lending him money is totally right, however i totally understand how difficult it is. My brother is exactly the same and has been for years, going out drinking and thinking nothing of spending £100 on one night out. He lives at home with my mum and dad and even though i have a husband and 3 children has constantly borrowed money from me for years. This time last year i had had enough and realised that i was not doing him any favours. I sat down with him and told him that i wanted to help him sort himself out. He told me everything he owed etc and we made a plan. He willingly gave me his bank card and i have spent the last 12 months controlling his finances and paying his debts (with his own money). I ensured that he has a certain amount every week to live on and although there have been a couple of hiccups early on this has worked. He is now almost debt free and i feel so proud of myself and him. Its a difficult situation for you to be in hun and i totally understand. Just be strong and let him know that you are trying to help him and it will all work out in the end xxxxxxxxxxxxx0
