I have bought online for just over £25 using my credit card and the seller used Paypal
The goods have not arrived
Do I claim a refund from the seller, my credit card or paypal

Paypal.
Effectively the payment has been made through paypal. It was just funded by your card. If you just go through your card, even if they do chargeback, you'll likely find that you'll get the money back.....then have your paypal account suspended and you'll owe paypal the money. So best going through them to start with

I don't think OP has a PayPal account. I think it was a straightforward purchase where the seller uses PayPal as a medium to accept CC.
Advice the same start with PayPal.0 -
Have you actually asked the seller where your goods are?
how long ago did you order them?
