    The definition of fraud is very wide.

    If you KNOWINGLY and dishonestly use a voucher then yes it could be fraud.

    So if Littlewoods sent out a voucher to 10,000 people and said only you can use it and that was a term of the voucher ten any other customer using it coudl be commiting fraud - but dont forget they have to knowingly and dishonestly give the voucher in the knowledge they know they are not entitled to use it.

    in reality the fraud act is usually used for more serious offence anyway - even though it could be used for many things people might consider minor.

    there was a guy who got done for fraud for using his mates code number to get into the gym. - the monteary vlaue to the gym was probably only a couple of quid.

    they have also tried to prosecute a woman for lying to get her son into a school out of the catchment area - but thy decided the Fraud act only covered financial gain.
